The present invention belongs to the technical field of cosmetics, and provides an oil-control soothing skin-care composition and cosmetic, a preparation method therefor, and use thereof. The oil-control soothing skin-care composition comprises the following components: 0.1 to 1.0 part by mass of zinc hyaluronate, 1.0 to 20 parts by mass of a Malva verticillata fruit extract, and 1.0 to 20 parts by mass of a Peucedanum graveolens extract. The oil-control soothing skin-care composition achieves the oil control effect by means of the multipath effect of inhibiting the activity of a 5α-reductase and a COX 2 factor, and meanwhile, the oil-control soothing skin-care composition achieves the soothing effect by inhibiting the activity of IL-1α, TNF-a and PGE2 factors. The oil-control soothing skin-care cosmetic of the present invention solves the problem of the poor oil-control soothing effect of the existing oil-control soothing skin-care cosmetics, and thus has good practical popularization and application values.
