Disclosed is an oil-in-water emulsion composition, the continuous phase of which is an aqueous phase, said oil-in-water emulsion composition being highly effective in suppressing water evaporation, and providing an excellent impression when used. Also disclosed is a method for producing the oil-in-water emulsion composition. The oil-in-water emulsion composition has an inorganic value of not more than 2500, and an organic value of not more than 5000; contains oily components with an IOB value of 0.3 to 0.5; and contains (A) and (C) below in the aqueous phase.
