Provided are: an oil-in-water emulsion cosmetic comprising an emulsion containing (A) a salt of a higher fatty acid component containing a liquid higher fatty acid, and (B) an oil-soluble ultraviolet ray absorption agent, where a hydrophilic surfactant other than component (A) is essentially not contained and the pH is 7.1-9.5. The cosmetic has an ultraviolet ray protection effect, is superior with respect to the sensation upon use when applied to the skin, water resistance, and washout properties by means of soap, also has superior storage stability, and is suitable as a sunburn-preventing cosmetic, and thus is useful as a makeup cosmetic such as a foundation, base cosmetic, or the like, a skin care cosmetic such as a a milky lotion, a cream, a beauty essence, or the like, and a head hair cosmetic.
