Abstract:

Provided are: an oily gelatinous composition that allows for the viscosity of an oily component to be adjusted regardless of the type of oily component; and a cosmetic or topical agent containing said oily gelatinous composition. The oily gelatinous composition is characterized by containing the following components (a)–(d) as essential components: (a) a monoalkyl phosphate ester; (b) one or more neutralizing agents selected from basic amino acids and organic bases; (c) water and/or a polyol; and (d) an oily component.
