The present invention relates to an open / close-capable clip having the ability to stop the bleeding which occurs during surgery, and an open / close-capable clip manipulating tool using the same. The open / close-capable clip comprises: a main body of the clip, wherein a pair of clip pieces are combined by a clip piece connector and an elastic body is provided inside the pair of clip pieces; a conical clip connector having a coupling groove with a predetermined depth on an outer circumferential surface thereof and a through-hole penetrating the inside; a wire connector having a connection wire which penetrates a wire insertion groove and the inside of the clip connector to be connected to the clip piece connector of the main body of the clip; and a clip housing which is provided at the outer portions of the clip main body, the clip connector and the wire connector, and having a connection protrusion and a connection groove at an outer end and a stopper protrusion at the outer circumferential surface of an inner portion. In addition, the open / close-capable clip manipulating tool using the open / close-capable clip comprises: an open / close-capable clip; a wire portion having an insertion body for insertion into a wire insertion groove of a wire coupled body of the open / close-capable clip, a wire connector for connection to one end of the insertion body, a wire for connection to one end of the wire connector, and a wire handle for connection to one end of the wire; and a tube portion having a tube provided at the outer portions of the insertion body, the wire connector and the wire of the wire portion, and a fixing body provided at one end of the tube.
