Provided are an open hydraulic pump and open hydraulic system; the open hydraulic pump has a sealed working chamber (1), and an oil outlet passageway (2) and a first oil suction passageway (3), each of which are in communication with the sealed working chamber (1); the oil outlet passageway (2) is used for communicating with an oil inlet chamber of a hydraulic system actuating element; the first oil suction passageway (3) is used for communicating with an oil tank of the hydraulic system, and also comprises a second oil suction passageway (4) in communication with the sealed working chamber (1); the second oil suction passageway (4) is used for communicating with an oil return chamber of the hydraulic system actuating element. The open hydraulic pump is used in a hydraulic system which produces medium-pressure oil return, causing the higher-pressure hydraulic return oil to enter the second suction passageway of the hydraulic pump and accomplishing the direct recovery of hydraulic energy from the medium-pressure oil return; the invention can also be used in other zero-pressure oil return conditions, switching to sucking oil from the atmospheric-pressure oil tank, performing normal operating conditions of an open hydraulic pump.
