In the present invention, a hydraulic operating valve (1) is provided with an electromagnetic adsorption mechanism (21) and a steel ball (24). When current flows through the electromagnetic adsorption mechanism (21), an adsorption plate (25) is adsorbed to a solenoid (26) and the adsorption causes the steel ball (24) to press towards an external surface of a cam disk (7). The external surface of the cam disk (7) has two levels (31, 32), and when the cam disk (7) is made to rotate clockwise or counterclockwise, the steel ball (24) pressed against these levels (31 or 32, respectively) engages and the cam disk (7) is detented. Moreover, these two levels (31, 32) resist the pressure of the electromagnetic adsorption mechanism (21) and detach the adsorption plate (25) from the solenoid (26) by returning the cam disk (7) to the neutral position, releasing the cam disk (7) from the detented state.
