An inner cable keeping a specified durability and being hard to rotate on its own axis. A multi-twist-structure operating inner cable comprising a core strand formed by twisting a plurality of wires, and a plurality of side strands twisted around the core strand, each side strand being formed by twisting a plurality of wires, characterized in that a clamping ratio (in percentage) obtained by dividing, a value obtained by subtracting a measured outer diameter, which is the diameter of a circle circumscribing the operating inner cable, from a calculated outer diameter which is a sum total of outer diameters of respective wires of the plurality of wires in the diameter direction of the operating inner cable, by the calculated outer diameter is 4-11%, the shaping ratio (in percentage) of a side strand obtained by dividing the waviness diameter of a side strand when the inner cable is loosened by the measured outer diameter of the inner cable is 65-90%, the twisted length of the operating inner cable is 9-18 times the outer diameter of the operating inner cable, an angle formed by a wire constituting a side strand appearing at the outer-most layer with respect to the axial line of the inner cable is -3 to 3 degrees.
