An operation management device acquires from a mobile terminal through a mobile phone line: a subscriber ID identifying a subscriber to a service relating to a use of the mobile phone line; position information that the mobile terminal has acquired, through a wireless communication line different from the mobile phone line, from a flying device before or during flight, and that indicates the position of the flying device; and a device ID identifying the flying device.
