Provided are an optical deflection element capable of deflecting incident light, tracking the location of an observer, and capable of suppressing lowering of intensity of the light reaching the eye of the observer, irrespective of the location of the observer; and an image display device using this. The optical deflection element comprises: a first optical element (43) that deflects incident light; a second optical element (44) that changes the direction of deflection of emitted light by changing its refractive index in response to applied voltage; a third optical element (45) that is arranged on the emission side of the second optical element (44); and a control section that controls the voltage applied to the second optical element (44). At least either the interface of the first optical element (43) and the second optical element (44) or the interface of the second optical element (44) and the third optical element (45) is a non-spherical surface.
