[Problem] To accurately bond a pair of substrates to each other without having the substrates floating, said substrates sandwiching therebetween a substance having optical effects, for instance, a liquid crystal layer and an organic EL layer. [Solution] This optical element sandwiches a substance between a pair of substrates, said substance having optical effects. One or a plurality of substrate edge surfaces of at least one of the substrates are covered with a sealing material that seals the substance having the optical effects. In another example, one or a plurality of substrate edge surfaces and the substrate outer surface of at least one of the substrates, are covered with the sealing material that seals the substance having the optical effects. In another example, at least one substrate of the pair of substrates has a wall on one or a plurality of sides of the substrate, and a gap between the wall inner surface of the wall of the substrate, and other substrate, with which the substance having the optical effects is sandwiched, is covered with the sealing material that seals the substance having the optical effects. In another example, at least one substrate of the pair of substrates has a wall on one or a plurality of sides of the substrate, and a gap between the wall inner surface of the wall of the substrate and the other substrate, with which the substance having the optical effects is sandwiched, is covered with the sealing material. In another example, at least one substrate of the pair of substrates has a wall on one or a plurality of sides of the substrate, and a gap between the substrate wall and other substrate, with which the substance having the optical effects is sandwiched, is covered with the sealing material. In another example, the pair of substrates are connected using a frame body, and a gap between at least one substrate of the pair of substrates and the frame body is covered with the sealing material. In another example, a film is attached so as to cover the whole optical element manufactured by the sealing methods of the present invention or the film is attached on the substrate outer surface portions of the pair of substrates so as to cover the sealing material, said portions being covered with the sealing material.
