A receiving-side card (3) is provided with a switching section (446), a pseudo-pattern generating section (448) and a control section (449). The switching section (446) selectively effects connection between N number of optical transmission paths (51) of a currently used system, M number of optical transmission paths (52) of a standby system, and a physical layer section (42). The pseudo-pattern generating section (448) generates N number of pseudo patterns synchronized with data transmitted by the optical transmission paths (51) of the currently used system. During changeover of the optical transmission paths, until data is received from the optical transmission paths (52) of the standby system to which the changeover is to be effected, the control section (449) selects, from among the N number of pseudo patterns, a pseudo pattern synchronized with data transmitted by the optical transmission paths (51) of the currently used system from which the changeover is to be effected, and controls the switching section (466) in such a way that this pseudo pattern is transmitted to the physical layer section (42) connected to the optical transmission paths (51) of the currently used system from which the changeover is to be effected.
