This order management device, which uses a plurality of conveyance shelves for storing products, and a plurality of work stations for shipping the products stored in the conveyance shelves conveyed thereto, to manage shipping work related to products to be shipped, executes: reception processing for receiving at least one order including the products to be shipped, the number of the products to be shipped, and a delivery destination for the products to be shipped; determination processing for determining, on the basis of the order, and prior to the shipping work related to the products to be shipped, the likelihood of competition for a specific conveyance shelf storing the products to be shipped, i.e. the likelihood that an instruction for shipping work related to the products to be shipped from the specific conveyance shelf will be generated for a second work station in a period spanning from when the specific conveyance shelf is conveyed to a first work station, until completion of the shipping work related to the products to be shipped; and setting processing for setting, on the basis of the determination result related to the likelihood of competition for the specific conveyance shelf, the number of the products to be shipped which ought to be stored in the specific conveyance shelf, or between the specific conveyance shelf and other conveyance shelves.
