An organic light-emitting diode display panel (100) and a manufacturing method therefor, and a display. The organic light-emitting diode display panel (100) comprises: a substrate (110), an organic light-emitting diode light-emitting device (120), a first packaging layer (130), an electromagnetic shielding cover (140), a second packaging layer (150), and a touch electrode (160). The organic light-emitting diode light-emitting device (120) is provided above the substrate (110); the first packaging layer (130) covers the organic light-emitting diode light-emitting device (120); the electromagnetic shielding cover (140) wraps the organic light-emitting diode light-emitting device (120); the second packaging layer (150) covers the electromagnetic shielding cover (140); the touch electrode (160) is provided on the second packaging layer (150).
