An organic light emitting diode substrate and a manufacturing method therefor, and an organic light emitting diode, comprising a flexible substrate (10); a metal layer (20) formed on a first surface of the flexible substrate (10), a first passivation layer (30), formed on the surface of the metal layer (20) facing away from the first surface; and a second passivation layer (40), formed on a second surface of the flexible substrate (10); the second surface is opposite to the first surface. The water and oxygen blocking capacity of the flexible substrate is improved, the roughness of the upper surface of the flexible substrate is reduced, and the heat dissipation of the flexible substrate is increased.
