Provided is a versatile organic tellurium compound which, when used as a living radical polymerization initiator, can be applied in the polymerization of vinyl monomers in an aqueous medium even without the use of a surfactant or dispersant. The organic tellurium compound is represented by general formula (1) [in general formula (1), R1 and R2 each independently represent a hydrogen atom or a C1-8 alkyl group, A represents an alkali metal atom or an alkaline earth metal atom, x=1 when A is monovalent and x=1/2 when A is divalent, and R3 is represented by general formula (2) (in general formula (2), R4 represents a hydrogen atom or a C1-8 alkyl group, R5 and R6 each independently represent a C2-8 alkylene group, and a represents an integer of 0-10)].
