This oscillation measurement device has an annular member that is positioned with a gap between said annular member and a rotation shaft in the radial direction, a fluid layer that is interposed in the gap between the annular member and the rotation shaft and transmits oscillations, and a sensor that measures the oscillations transmitted to the annular member via the fluid layer.
