Provided are an outside air conditioner and a ventilation system that can be easily installed at newly built and existing apartment buildings, facilitate work such as maintenance, and can reduce the operating load of room air conditioners. This outside air conditioner 1 is equipped with a fin tube heat exchanger 2 and a housing 3 that houses the fin tube heat exchanger. The housing 3 comprises a base body 30 which is the back side of the device body and a cover body 35 which is the front side of the device body. The base body 30 and the cover body 35 have a structure by which both can be split from each other and attached and detached to and from each other. The base body 30 has a base portion 31, a partition portion 25, a connecting pipe portion 314, a heat exchanger holding structure portion 32, and a water receiving portion 33. The cover body 35 has a structure in which a front wall portion 36 and peripheral wall portions 37 on three sides are integrated. The portion of the cover body 35 where the peripheral wall portions 37 are not formed constitutes an introduction port 38 for outside air A1. Each of the wall portions has a structure comprising an outer panel 351, an inner panel 352, and a heat-insulating material 353 disposed between the inner panel and the outer panel.
