A packaging structure (02), a packaging method and a display device. The packaging structure comprises: a first substrate (021) and a second substrate (022) provided opposite to each other, the peripheral area of at least one of the first substrate and the second substrate being provided with a seal hole; a first seal structure (023) provided between the first substrate and the second substrate and located in the peripheral area of the first substrate; and a second seal structure (024) provided in the seal hole, the first seal structure being adhered to the second seal structure.
