The aim is to avoid the maldistribution of shock-absorbing beads that have been filled in as a shock-absorbing layer. Comprised are an outer pouch (1), an inner pouch (2), and shock-absorbing beads (3). The outer pouch (1) is a hermetic pouch provided with a check valve that, when removing the air within the outer pouch, prevents the introduction of air into the outer pouch by opening when a suction force has been applied and closing after the air has been removed. The inner pouch (2) is an air-permeable, elastic pouch provided with connecting points (5) at which miniscule regions have been integrally bonded at uniform distances across the entire surface of the top and bottom sheets of the inner pouch (2). The shock-absorbing beads (3) are shock-absorbing granules that are filled in a fixed quantity within the inner pouch (2) and are substantially confined between partitions connecting several of the connecting points (5) on the aforementioned inner pouch (2). The inner pouch (2) into which the shock-absorbing beads (3) have been filled becomes a flat shock-absorbing layer with a nearly uniform thickness and is inserted within the outer pouch (1).
