The present invention is equipped with: a first cutting unit (41) that has a pair of first rotary blades (51a, 51b) for cutting a web of paper along the direction in which the paper is conveyed and first blade holders (41a, 41b) for rotatably holding the first rotary blades (51a, 51b); a second cutting unit (42) that has a pair of second rotary blades (52a, 52b) for cutting the web of paper along the paper conveyance direction and second blade holders (42a, 42b) for rotatably holding the second rotary blades (52a, 52b); a movement mechanism that comprises a leading screw (28) and the like for moving the first cutting unit (41) in the width direction of the paper being conveyed; and an interval adjustment mechanism (55) that connects the second blade holders (42a, 42b) to the first blade holders (41a, 41b) in such a manner that the second blade holders can be moved closer to/farther away from the first blade holders (41a, 41b) in the width direction of the paper being conveyed, thereby decreasing/increasing the interval between the first rotary blades (51a, 51b) and the second rotary blades (52a, 52b) in the width direction of the paper being conveyed.
