Provided is a paper substrate having excellent strength and stiffness even at a low basis weight. A paper substrate containing oxidized pulp, the amount of a carboxyl group in the oxidized pulp being 1.0-2.0 mmol/g in relation to the absolute dry mass of the oxidized pulp.
