Provided are a passive optical network coding processing method and device, and a transmitting terminal. The method comprises: a transmitting terminal pre-configuring a transmission sequence of a plurality of region codewords during coding, and sending the plurality of region codewords to a receiving terminal according to the transmission sequence.
