[Problem] To provide a pathogen and pest exterminating device capable of exterminating pathogens and pests efficiently in a shorter time. [Solution] One electrode 12 includes an insertion unit 12a to be inserted into a reaction vessel 11, and another electrode 13 is disposed in a position opposing the insertion unit 12a. A water supply unit 14 is provided in such a way as to be capable of supplying water to the reaction vessel 11 through the insertion unit 12a, and a gas supply unit 15 is provided in such a way as to be capable of supplying gas, which will become plasma, to the reaction vessel 11. A power supply unit 16 is provided in such a way as to be capable of applying a voltage between the insertion unit 12a and the other electrode 13, to cause OH radicals to be generated inside the reaction vessel 11 to which the water and gas have been supplied. The insertion unit 12a has a shape which causes the flow rate of water supplied from the water supply unit 14 to be restricted between the insertion unit 12a and the other electrode 13, such as a coil shape, a wave shape or a mesh shape.
