The present invention relates to a payment system using virtual money. The present invention may comprise: a transaction server for managing floating exchange rate money and fixed exchange rate money; and an exchange server for exchanging floating exchange rate money for fixed exchange rate money, whereby a payment system can provide users with fixed exchange rate money which is virtual money, the exchange rate of which is fixed against cash.
