The present invention enables general consumers to provide appropriate information to appropriate vendors on the basis of his/her own free will and under his/her control. When accessed from a consumer terminal (10A), personal information (P (A)) of a consumer (A) is stored for each information item in a personal information storage unit (130). The same applies to other consumers (B, C, D). An item level (Li) is set for each information item in an item-level information storage unit (140), and each consumer can also set an item level of his/her choice as needed. A vendor level (Lr) set for each vendor is stored in a vendor-level information storage unit (170), and each consumer can also set a vendor level of his/her choice as needed. In response to access from a vendor server (20X), a personal information provision unit (150) provides the vendor server (20X) with only the information items for which the vendor level (Lr) of the vendor (X), who carried out the access, is equal to or higher than the item levels (Li) thereof.
