A pet toy drive device and a wheelless pet toy, having a simple structure and a small volume, and being easy to manufacture and assemble. The wheelless pet toy comprises a casing (13, 14, 15, 16), a counterweight device (8, 9, 10, 11) disposed in the casing (13, 14, 15, 16), a battery unit (2), a PCB circuit board (3), and a power device located in the counterweight device (8, 9, 10, 11). The counterweight device (8, 9, 10, 11) is fixedly or rotatably disposed in the casing (13, 14, 15, 16), and the power device drives the casing (13, 14, 15, 16) or the counterweight device (8, 9, 10, 11) to rotate. The power device comprises a drive motor (1) having a transmission shaft extending out of the counterweight device (8, 9, 10, 11) and connected to the casing (13, 14, 15, 16). The PCB circuit board (3) is electrically connected to the battery unit (2) and the drive motor (1) respectively. The drive device has wide applicability in the field of pet toys.
