Disclosed is a photoelectric conversion element having a high conversion efficiency and furthermore having excellent durability. Further disclosed is a photoelectochemical cell. In the photoelectric conversion element, which comprises a layered structure containing a counter electrode, a charge-transfer body, and a photosensitive body—which has a semiconductor microparticle layer to which a pigment is adsorbed—on a conductive support body, the aforementioned pigment has a structure represented by the belomentioned general formula (1), and the aforementioned charge-transfer body has an electrolyte composition containing a heterocyclic quaternary salt compound. (In the general formula (1), D represents a pigment residue, and n represents an integer that is at least 1. Acc represents a methine group substituted with an electron-withdrawing group or a group having a heterocyclic acidic nucleus. However, Acc has at least two acidic groups directly or with a linking group therebetween.)
