This disclosure relates to a picture processing device, a picture processing method, and a program which make is possible to more easily confirm a surrounding situation. A viewpoint determination unit determines, according to the speed of a vehicle movable at an arbitrarily defined speed, the viewpoint of a viewpoint picture relating to the surroundings of a mobile object when the mobile object is viewed from a predetermined viewpoint. A picture composition unit composites an image picture of the vehicle at a position where the vehicle is able to be present in a picture in which the surroundings of the vehicle are photographed, and a projective transformation unit generates the viewpoint picture that appears to be viewed from the viewpoint determined by the viewpoint determination unit by performing a projective transformation on the picture in which the image picture of the vehicle is composited by the picture composition unit. This technology is applicable, for example, to a picture processing device mounted in a vehicle.
