A plant extract for external application having whitening and skin lightening effects. The plant extract is prepared from the following raw materials in parts by weight by means of the following method: (1) weighing each raw material according to the following parts by weight, and mixing uniformly: 1-10 parts of peony seeds, 1-10 parts of fructus perillae, 1-10 parts of linseed, 1-10 parts of buckwheat, 1-10 parts of lotus seeds, 1-10 parts of wolfberry, 1-10 parts of silybum marianum, and 1-10 parts of radix glycyrrhizae; (2) the first extraction: mixing raw material with solvent I according to a material to a liquid at a ratio of 1:10-100 m/m, and performing extraction at 40-90 °C for 0.5-2 h; (3) the second extraction: adding solvent II according to a material to a liquid at a ratio of 1:10-100 m/m, and performing extraction at 40-90 °C for 0.5-2 h; (4) removing the solvent I; and (5) performing fine filtration until clarification, so as to obtain an extract. The solvent I is one of ethanol, chloroform and acetone, or a mixture of two or more of the above. The solvent II is one of white oil, hydrogenated polyisobutylene, hydrogenated polydecene, caprylic/capric acid triglyceride, isostearyl isostearate, and plant oils, or a mixture of two or more of the above.
