A plasma display panel comprises a front plate, and a rear plate, which is disposed so as to face the front plate. The front plate comprises display electrodes, a dielectric layer which covers the display electrodes, and a protective layer which covers the dielectric layer. The protective layer comprises a backing layer which is formed on the dielectric layer, a plurality of first particles which are dispersed and disposed across the entire surface of the backing layer, and a plurality of second particles which are dispersed and disposed across the entire surface of the backing layer. The first particles are agglomerated particles wherein a plurality of crystal particles formed from magnesium oxide have been agglomerated and have a cathode luminescence peak in a wavelength region of 200-300nm under electron beam irradiation. The second particles are crystal particles which are formed from magnesium oxide, and which have a cathode luminescence peak in a wavelength region of 400-450nm, but do not have a cathode luminescence peak in a wavelength region of 200-300nm, under electron beam irradiation.
