[Problem] To prevent a fishing line from being inadvertently severed due to immediately adapting to movement of a tuna caught on a fishhook, and to allow swimming within a certain extent but can restrict wild movements. [Solution] This pole-and-line fishing device is provided with a rotary drum 37, a drive motor 7, an electromagnetic clutch 13, an encoder 45 and a control unit 51, wherein the control unit initially causes a winding operation to be carried out with the winding torque set to a winding force 1 and, when the load increases and rotation of the rotary drum becomes a preset winding force 2 reference rotation speed, executes an operation mode for switching to reverse torque operation in which the winding torque is set to a winding force 2 that is less than the aforementioned winding force 1, and the winding torque is increased or decreased in accordance with the increase or decrease in the rotation speed of the rotary drum. The ratio of winding torque increase/decrease in reverse torque operation is determined from the winding force 2, a winding force 3, which is a preset maximum torque, and a winding force 3 reference speed at which the winding force 3 is reached. The aforementioned five preset values are stored or retrieved by means of a one-touch key and an operation is performed.
