Abstract:
Disclosed in the present application are a policy providing method, apparatus, and system, for use in enabling a policy control network element of a network where a new mobility management network element into which a terminal moves is located to determine whether a terminal policy needs to be issued. The policy providing method comprises: when a terminal moves to a fifth generation mobile communication system across a public land mobile network, the terminal sends a registration request message, the registration request message carrying first instruction information used for instructing a network to provide a terminal policy; the terminal receives a terminal policy from a first policy control function network element of a first visited network.
