The present invention relates to a portable electronic device and a system, which can measure a virus infection risk, the device comprising: a storage unit in which personal information about a user is stored; a display; and a processor for controlling the storage unit and the display, wherein the processor calculates the virus infection risk of the user on the basis of high-risk group information received through a blockchain network.
