The disclosed powder-dispersing device (10) for printing disperses powder (3) for preventing offset on the surface of paper (1) post-printing while moving the paper (1), and is provided with a printed-paper-charging means (11) that electrically charges the paper (1) to be either positive or negative in polarity, a powder-charging means (12) that electrically charges the powder (3) to the opposite polarity of the charged paper (1), a powder-dispersing means (13) that disperses the charged powder (3) to the paper (1) downstream from the printed-paper-charging means (11) in the direction of motion of the paper (1), a humidity measuring means (14) that measures the humidity in the vicinity of the moving paper (1), and a control means (15) that controls the voltage used to electrically charge paper (1) in the printed-paper-charging means (11) and/or the voltage used to electrically charge powder (3) in the powder-charging means (12) in response to the measured humidity. As a result, irregularities in the quantity of adhered powder (3) caused by differences in humidity as well as an electric charge of the paper (1) after powder dispersion can be suppressed.
