A powder supply apparatus (1) of the present invention is provided with: a valve (21) for a powder, said valve being connected to powder transport piping (31); an inner pressure adjusting valve (22), which is connected to a feed tank (11), and which adjusts pressure in the feed tank (11); and a carrier gas main tube (33), which is connected to the powder transport piping (31), and which introduces a carrier gas for transferring the powder. In a state wherein, by means of the inner pressure adjusting valve (22), a pressure difference between pressure in the feed tank (11) and pressure in the carrier gas main tube (33) is adjusted to be constant, the valve (21) adjusts a powder flow quantity in the powder transport piping (31) to be constant, and in a state where the open degree of the valve (21) is set constant after the powder flow quantity is adjusted by means of the valve (21), the inner pressure adjusting valve (22) adjusts the pressure difference such that the powder flow quantity is constant. Consequently, this invention is capable of accurately controlling, in a short time, the quantity of the powder to be supplied. A powder supply method of the present invention has same features.
