The purpose of the present invention is to obtain a power conditioner, the power consumption of which is reduced during a sleep mode as compared with a conventional power conditioner. The power conditioner is disposed between a utility power supply 10 and an in-electric-vehicle storage battery 3 that is an external storage battery, and is provided with: a relay 202 for turning on and off the supply of power from a built-in storage battery 204; and a two-contact switch 206 capable of short-circuiting the relay 202 and allowing an error reset signal to be output when recovering from a power failure. When a power failure occurs, the power conditioner is brought into a sleep mode by opening the relay 202 with a time lag from the occurrence of the power failure. When recovering from the power failure, the two-contact switch 206 short-circuits the relay 202, thereby resuming the supply of the power from the storage battery 204 and simultaneously outputting the error reset signal.
