Provided are a power conservation assistance controller and a power conservation assistance system which are equipped with a power information acquisition unit for acquiring information of power consumption for an appliance to be measured; a charge unit cost acquisition unit for acquiring charge unit cost information indicating the unit cost for the electricity charge per time period; a threshold setting unit for setting a threshold for the amount of power to be used per unit period of time; and a usage state monitoring unit which, on the basis of time variation in the amount of power used and the charge unit cost information, annunciates an occurrence of a state of excessive usage upon detecting the state of excessive usage in which the amount of power used exceeds the threshold; wherein the usage state monitoring unit, upon detecting the occurrence of the state of excessive usage in which the amount of power used has exceeded the threshold in a time period in which the cost of electricity is higher compared to other time periods, annunciates the occurrence of the state of excessive usage.
