Provided is a power control device (100), comprising: a procured power information determination unit (110) which, using a forecast power output of a power producing device, and suppression command information which includes a period in which the output of the power producing device will be suppressed and an output upper bound value thereof, determines procured power information which indicates procured power or a procured electric energy which is derived from the difference of the forecast power output and the upper bound value during said period; a purchase request information collection unit (120) which transmits, to a consumer terminal, sales information which relates to the procured power or the procured electric energy of the procured power information, and collects purchase request information which indicates power for which a purchase is requested or electric energy for which a purchase is requested with respect to the procured power or the procured electric energy of the procured power information; and a comparison data output unit (130) which outputs comparison data for comparing the procured power information with the purchase request information.
