Abstract:
The present invention comprises: a switching means for switching between electrical conductivity and disconnection, the switching means being connected between a load (4), and a battery (13) for supplying power to the load (4); a prediction means for predicting load power characteristics that indicate the chronological characteristics of power consumption by the load (4) and for predicting charge/discharge power characteristics that indicate the chronological characteristics of charge/discharge power of the battery (13) on the basis of the predicted load power characteristics; a detecting means for detecting the open-circuit voltage of the battery (13); and a control means for controlling the switching means. The control means specifies, from the charge/discharge power characteristics predicted by the prediction means, a time period as a voltage detection time period in which the charge/discharge power of the battery (13) becomes equal to or less than a predetermined power in a predetermined time period, and disconnects the switching means to detect the open-circuit voltage during the voltage detection time period.
