Abstract:
In the present invention, a reference capacity determination unit (23) determines the reference capacity necessary for each power storage device (13) assuming that power is not transmitted or received between consumer facilities (1). An actual capacity determination unit (24) determines the actual capacity necessary for each power storage device (13) assuming that power is transmitted and received between the consumer facilities (1). A characteristic value determination unit (25) calculates a first charge/discharge cycle number assuming that power is not transmitted or received between the consumer facilities (1) and that the charging and discharging of each power storage device (13) having the reference capacity are controlled. A charge/discharge plan determination unit (26): calculates a second charge/discharge cycle number assuming that power is transmitted and received between the consumer facilities (1) and that the charging and discharging of each power storage device (13) having the actual capacity are controlled; and determines a charge/discharge plan for each power storage device (13) so as to minimize an objective function indicating the degree of worsening of the second charge/discharge cycle number relative to the first charge/discharge cycle number.
