Abstract:
In the present invention, balancing is executed favorably even when balancing control is suspended. Balancing control is executed by selecting, depending on conditions, whether to use battery-cell information obtained from the preceding balancing (previous-state information), which is stored in a storage device, or battery-cell information obtained upon the current start-up (new-state information).
