Disclosed are a power supply apparatus and an illumination system. The power supply apparatus comprises: a solar panel, a storage battery, a charging management circuit, a control circuit and a voltage-stabilizing circuit, wherein a positive electrode of the solar panel, an input end of the charging management circuit and a first input end of the voltage-stabilizing circuit are connected to each other; an output end of the charging management circuit, a positive electrode of the storage battery and a second input end of the voltage-stabilizing circuit are connected to each other; an output end of the voltage-stabilizing circuit is connected to a power supply end of the control circuit; a first control end of the control circuit is connected to a controlled end of the charging management circuit; the voltage-stabilizing circuit is used for carrying out voltage-stabilizing processing on electric energy output by the solar panel or the storage battery, and outputting a working power supply of the control circuit; and the control circuit is used for controlling a working state of the charging management circuit so as to make the solar panel charge the storage battery by means of the charging management circuit. The technical solution of the present invention can make the solar panel capable of charging the storage battery when the voltage of the storage battery is 0V (low voltage).
