Abstract:
A secret key generation unit (1102) of a key issuing server (1100) generates a power value used in power-residue calculation for a positive integer c and a modulus n and uses the generated power value as a secret key. Here, a random number generation unit (11021) generates a candidate value as a candidate for the power value. A humming weight judgment unit (11022) judges whether the humming weight of the candidate value belongs to a predetermined range. If it belongs to the predetermined range, the candidate value is set as a power value.
