Abstract:
The purpose of the present invention is to effectively utilize the matching cost of a motion-compensated image. An inter prediction parameter decoding unit (303) is provided with: a BTM processing unit (3038) which performs matching using BTM or TM and derives a matching cost of a motion-compensated image; and a weight prediction unit (3094) which sets a weighting coefficient for each of motion-compensated images in accordance with the matching cost, and derives the predicted image using the weighted motion-compensated images.
