A preparation method and device for phase-shift Fiber Bragg Gratings, and the phase-shift Fiber Bragg Gratings. The device comprises a scanning program controller, which, on the basis of a transmission spectrum from a fiber output end, controls the amount of phase shift in a phase-shifting area, and by means of controlling the translation-speed of a high precision displacement platform (103), forms a fiber (109) at the two sides of the phase-shifting area into Fiber Bragg Gratings having different effective refractive indexes. The phase-shift Fiber Bragg Gratings prepared by the described method and device have controllable phase shifts, and the effective refractive indexes of the fiber gratings on the two sides of the phase-shifting area are different, hence the phase-shift Fiber Bragg Gratings are applicable to fields such as single frequency fiber lasers.
