The present invention relates to a height-adjusting apparatus, and more particularly, to a pressure fluctuation type height-adjusting apparatus which can adjust the height of a bicycle saddle, a chair seat or the like through the variation of the extension of a cylinder rod using the relative deviation between the hydraulic pressure in a cylinder and air pressure. According to the present invention, the pressure fluctuation type height-adjusting apparatus comprises: a cylinder having an interior filled with oil for generating pressure therein; a cylinder rod which is partially accommodated in the cylinder such that the top of the cylinder rod is exposed outwardly, and which adjusts the height of a bicycle saddle or a chair seat using the variation of the length of the exposure thereof, caused by the internal pressure of the cylinder; an open/shut controller which is assembled into the inner upper portion of the cylinder rod and moves in upward and downward directions to permit a portion of the oil in the cylinder to flow to the cylinder rod; and a mount head assembled to the top of the cylinder rod such that the bicycle saddle or the chair seat can be mounted thereon.
