Provided are a high-transparency pressure-sensitive adhesive sheet that does not require a release sheet, a pressure-sensitive adhesive sheet member, and a method for producing a pressure-sensitive adhesive sheet. A pressure sensitive adhesive sheet (10, 71) has a transparent sheet base material (11), a first adhesive layer (12), and a second adhesive layer (13). The adhesive force due to pressure of 1 N/cm2 or less is 0 N/25 mm. The first adhesive layer (12) includes a first silicone-based adhesive (15), and the second adhesive layer (13) has a second silicone-based adhesive (16) and a plurality of projections (17) formed from a plurality of fine particles (18). The first sheet surface (10a) is the surface applied to the object to be adhered. The average particle size of the fine particles (18) is 2 to 15 μm, and the coverage of the first sheet surface (10a) by the fine particles (18) is 10 to 70%.
