Provided is a pretreatment mixing stirrer which is disposed at a front stage of a slurry formation mixing stirrer for making gypsum slurry by kneading calcined gypsum and water and performs pretreatment by mixing the calcined gypsum with one or more additives selected from liquid and powder, the pretreatment mixing stirrer having: a cylindrical housing which has an upper plate, a lower plate disposed to face the upper plate, and side plates arranged between the upper plate and the lower plate, and has a mixing stirring region where the calcined gypsum and the additives are mixed and stirred in the inside thereof surrounded by the upper plate, the lower plate, and the side plates; a rotational plate which is disposed inside the housing and has a disc shape; a rotational driving shaft which penetrates the upper plate and the lower plate of the housing and is connected to the rotational plate; a calcined gypsum supply port which is disposed in the upper plate and supplies the calcined gypsum to the mixing stirring region; and an additive supply port which is disposed on one or both of the upper plate and the side plates and supplies the additives to the mixing and stirring region.
