Disclosed are a printing plate for an opposite intaglio printing process and a manufacturing method therefor. The printing plate for the opposite intaglio printing process is installed on a transfer printing or impression cylinder. The printing plate comprises a surface layer (1) and a bottom plate (2). The surface layer (1) comprises a first flexible film layer (11) and a second flexible film layer (12). The first flexible film layer (11), the second flexible film layer (12) and the bottom plate (2) are thermally laminated into a whole from top to bottom. The printing plate for the opposite intaglio printing process can prolong the service life of the printing materials for the opposite intaglio printing process, and accordingly the production efficiency of the opposite intaglio printing process is improved, and the printing cost is saved.
